The following letter was submitted to the Planning Commission and City Council of Baker City:

To whom it may concern,
This letter is to endorse Tom LeBlanc’s proposal to open an adult foster care/physical therapy facility in Baker City.
Tom treated my mother while she was at St. Elizabeth Hospital. We have found him to be a very competent medical professional, and we are excited about his plan to take the level of service he is offering to a new level.
My mother was stricken with a systemic infection following surgery, which has rendered her bedridden for the past 4 months. She is in need of intensive physical therapy if she is to be able to walk again. Until two weeks ago, she was receiving daily treatment at a Physical Therapy Rehabilitation Clinic in Fresno, CA, and has made great improvement toward being able to walk unassisted. Unfortunately, her Medicare benefit ran out after only 45 days, and she was discharged. Her doctors have advised us that if she were able to receive that type of intense physical therapy for 12 more months, she would be able to walk. However, the cost of such treatment at that type of facility is over $10,000 per month. Much too expensive for a person to pay without the help of Medicare.
The facility Mr. LeBlanc is proposing will meet the needs of my mother and others like her. Since it will be much smaller than a hospital-style facility, the one-on-one care and attention will be even more effective. In addition, the care will be affordable to people like my mother, who have no Medicare benefits, or have exhausted the benefits they had.
This proposed facility meets a very definite need for short to medium term physical therapy rehabilitation, without conflicting with existing services offered. It will benefit the area residents who are in need of such care, and enhance the reputation of Baker County by expanding the scope of benefits available to the elderly.
The facility Mr. LeBlanc is proposing is an answer to my family’s prayers, and my mother hopes to be his first patient. I urge you to approve Mr. LeBlanc’s proposal, and to do everything in your power to help him get his facility operational as soon as possible.
